Government Amends DMI&SP Policy to Boost Domestic Steel Manufacturing & Technology

The Ministry of Steel has amended the Domestically Manufactured Iron & Steel Products (DMI&SP) Policy, with the latest changes notified on July 25, 2025. Originally introduced in 2017, the policy has been periodically revised to align with the evolving needs of the Indian steel sector. It applies to all central government ministries, departments, and entities under their administrative control involved in the procurement of iron and steel products.
The latest amendments underscore the government’s push to strengthen domestic steel manufacturing capabilities and promote self-reliance in steelmaking technologies. The policy mandates procurement of steel entirely produced within India and includes an updated list of capital goods eligible for import along with revised minimum local content requirements.
To further encourage indigenous technology providers to participate in tenders for steel mill development and associated infrastructure, the government has relaxed entry barriers. Special guidelines have been issued to address the experience gap between Indian and foreign companies, particularly for steelmaking public sector undertakings.
