BMTPC & GreenTree Global Host Stakeholder Consultation on Green Public Procurement in Steel & Cement

The Building Materials & Technology Promotion Council (BMTPC), under the Ministry of Housing and Urban Affairs, in collaboration with GreenTree Global, organized a Stakeholder Consultation Workshop on Green Public Procurement in Steel and Cement (GPPSC) on 19th August at the India International Centre, New Delhi.
With India producing around 144 million tonnes of crude steel and 426 million tonnes of cement annually, these two sectors together contribute significantly to emissions—about 10–12% from steel and 5.8% from cement. Green public procurement is, therefore, seen as a critical lever for decarbonization. The GPPSC initiative aims to drive this transition through sector-specific frameworks, adoption of green alternatives, and energy-efficient procurement practices, laying the foundation for a sustainable future.
The workshop brought together policymakers from BMTPC, MoHUA, BEE (MoP), NCCBM, and UP PWD; industry leaders including ACC Cement, ARS Steel, SAIL, and GCCA; research institutions such as TERI, RMI, and CII; along with global experts from UNEP and Hanoi University of Engineering. Discussions centered on policy insights, challenges in green procurement, barriers faced by manufacturers and buyers, and possible solutions, creating a collaborative roadmap to advance the GPPSC initiative.
Highlights of the Workshop
The first session on Policy Imperatives for Green Public Procurement in Steel and Cement, welcome address was given by Dr. Shailesh Agrawal, Executive Director, BMTPC, and Shri. Nagendra Nath Sinha, Former Secretary, Ministry of Steel, was the keynote speaker. This session brought together officials like Dr. S. K. Chaturvedi, Joint Director, NCCBM, Shri. Arijit Sengupta, Director, Bureau of Energy Efficiency (BEE), and Shri. Awadhesh Chaurasiya, Chief Engineer, Uttar Pradesh PWD, shared perspectives on national commitments, policy frameworks, and enabling conditions for GPP. The session was moderated by Shri Anurag Bajpai, Director, GreenTree Global.
The second session on Demand Meets Supply – Market Perspectives on Green Procurement, chaired by Shri. Alok Kansal, Former GM, Western Railways, featured insights from Smt. Kamya, Manager, ARS Steel, Dr. Neeru Bansal, Chief Sustainability Officer, ACC Cement, and Shri Gautam Bhatia, Chief General Manager, Environment Management Division, SAIL, focusing on procurement readiness, supply-side innovations, and the business case for GPP. This session was moderated by Shri. Tarun Garg, Principal, RMI, and co-moderated by Shri Anurag Bajpai, Director, GreenTree Global.
The third session on Global Insights and Best Practices in Green Procurement have insights from Shri. Kaustubh Phadke, General Manager & Country Head, GCCA, Ms. Laetitia Montero, Associate Programme Management Officer, UNEP, and Assoc. Prof. Dr. Kien Tong Ton, Hanoi University of Engineers, shared global experiences, certification practices, and lessons adaptable to India. The session was concluded by Dr. Shailly Kedia, Director, TERI and moderated by Km. Priya, Manager, GreenTree Global.
The workshop witnessed the participation of 45 participants, creating a vibrant platform for dialogue between policymakers, industry leaders, research institutions, and global experts. Panelists stressed that public procurement—accounting for a major share of GDP—can be a transformative driver of low-carbon development, provided that clear policy mandates, verified green standards, and market-aligned procurement criteria are adopted. The exchange of insights not only deepened understanding of green public procurement in steel and cement but also laid the groundwork for collaborative action, fostering innovation, and accelerating India’s low-carbon transition. The workshop laid a strong foundation for advancing the GPPSC initiative, reinforcing India’s commitment to sustainable growth and climate action.
